Student Handbook

The Student Handbook contains all the essential policies that guide our school community. It covers key areas such as academic expectations, code of conduct, safety procedures, and student services. Policies Overview

The information listed below is a summarised version of each policy. The complete and most up-to-date policies are outlined in full in the Student Handbook.

Student Pass Regulations & Application Procedures

All international students are required to hold a valid immigration pass (e.g. Student’s Pass, Dependant’s Pass, Long-Term Visit Pass, etc.) to pursue full-time studies in an EduTrust-accredited private education institution (PEI) registered with SkillsFuture Singapore (SSG).

With effect from 15 November 2023, students holding a valid Dependant’s Pass (DP) or Long-Term Visit Pass (LTVP) are no longer required to obtain a Letter of Consent from the Immigration & Checkpoints Authority (ICA) to study in Singapore.

However, if the DP or LTVP expires or is cancelled during the course of study, the student must apply for a Student’s Pass to continue their studies.

Students are not required to be physically present in Singapore while their applications are under consideration.

Fee Protection Scheme (FPS)

The Fee Protection Scheme (FPS) is a compulsory safeguard for students and is a requirement for EduTrust certification. FPS protects both international and local students in the unlikely event that a PEI is unable to continue operations due to insolvency, closure, or is unable to fulfil its financial obligations to students. The insurance coverage extends to the entire course fee, including any additional fees should the study period be extended beyond the originally planned duration (if applicable).

Group Medical Insurance & Singapore General Healthcare Services

a. Group Medical Insurance

In accordance with the requirements set by Skills Future Singapore (SSG), Brentvale College International (BCI) provides all enrolled students with medical insurance coverage under a Group Medical Insurance Scheme arranged with NTUC. This coverage ensures protection for hospitalisation and related medical treatment during the student’s course of study in Singapore.

Students who already have valid medical insurance coverage in Singapore (e.g., through employment or other equivalent policies) may request an exemption by providing documentary proof.

b. Singapore General Healthcare Services

Singapore has a well-established and efficient healthcare system that provides both public and private medical services. Students can visit polyclinics for affordable general medical care, health screenings, and vaccinations, or opt for private clinics and hospitals for faster and more personalized treatment. In case of emergencies, students should call 995 for an ambulance or proceed to the nearest hospital’s emergency department. Pharmacies are widely available in shopping malls and neighbourhood centres for prescription and over-the-counter medications.

Grievance and Dispute Resolution Procedures

All feedback, including complaints, may be directed to the Student Admission Office located at Level 1. Students can submit their feedback using the Feedback Form, by sending an email, or by arranging an appointment with the relevant staff — including the Subject Teacher, Student Admission or Academic Support staff, Academic Head, Non-Academic Managers or Heads, Vice Principals, or the Principal.

All feedback and complaints will be acknowledged and addressed within seven (7) working days.

Whenever possible, the school will inform the individual of the actions taken and aims to fully resolve the matter within twenty-one (21) working days.

Transfer / Withdrawal / Refund Policy

a. Transfer and Withdrawal

Course transfer refers to a student changing their course of study while remaining a BCI student. The request for transfer from one course to another within BCI will only be considered if the Transfer of Course Application Form is properly completed and signed by the student and their Parent/Guardian (for students under 18).

The transfer application will be reviewed, and the result will be communicated to the student within 14 working days. Additional fees may apply.

Withdrawal refers to the situation in which the student contract is terminated, and the student is no longer a student of BCI. The request to withdraw will only be considered if the Clearance Form is duly completed and signed by both the Student and the parent/Guardian (applicable for students under 18 years old). The request to withdraw can also be made in writing. The timeframe for assessing and processing the withdrawal request will be completed within 14 working days.

For Student’s Pass Holders: BCI will manage and coordinate with the relevant government authority (e.g., ICA) to issue or cancel Student’s Passes for international students. All applicable regulations regarding the Student’s Pass must be complied with by the applicant & BCI.

b. Course Deferment

Although the College allows students to request a deferment, the approval is made on a case-by-case basis. For international students who are in Singapore on a Student Pass, deferment has implications on whether the student may even be able to complete the course. As these circumstances are beyond the College’s control, the College discourages deferment, though exceptions can be made on a case-by-case basis.

The maximum length of a deferment is one (1) year. The College does not permit course extensions, in which a student is granted additional time to complete a course that other students in the same class typically do not receive.

c. Refund

When a student withdraws from a course, the school determines whether the student is eligible for a refund. The refund will be processed within seven working days after receiving a properly completed course withdrawal form from the student, parent, or guardian. Personal Data Protection Policy

“Personal Data” is defined under the PDPA to mean personal information, whether true or not and whether in electronic or other form, about an individual who can be identified:

  • from that data; or
  • from that data and other information to which we have access to or are likely to have access to.

Depending on your relationship with Brentvale College International (BCI) — for example, as an applicant, student, alumnus, staff member, faculty member, donor, vendor, service provider, parent, guardian, or recruitment agent — the personal data we collect from you (including photographic images and video recordings) may be collected, used, and/or disclosed for some of the following purposes:

  • Evaluating suitability for admission or employment, processing enrolments or appointments, and providing educational programmes and training.
  • Administering and managing your relationship with BCI, including responding to enquiries, issuing correspondence, statements, or notices, which may involve disclosing certain personal data to facilitate delivery.
  • Assessing, monitoring, and reporting on student performance, attendance, and disciplinary records.
  • Supporting students’ learning through curricular and co-curricular activities, such as field trips, competitions, and enrichment programmes.
  • Providing pastoral care, counselling, and student support services.
  • Delivering healthcare and wellness services, where appropriate.
  • Facilitating applications for student passes or other permits, where applicable.
  • Informing students, parents, guardians, or related parties of school events and updates, such as through newsletters or announcements.
  • Taking photographs and/or videos (by BCI staff or appointed third parties) during school events or activities for publicity, marketing, and archival purposes.

By providing personal data to BCI (including data relating to third parties, such as parents or guardians), you confirm that consent has been obtained for the collection, use, and disclosure of the data for the purposes stated. If BCI intends to use your personal data for a new purpose not covered by this policy, we will notify you and seek your consent.

When transferring personal data to authorized third-party service providers, agents, or related corporations (whether in Singapore or overseas) to fulfil the purposes outlined above, BCI will require them to ensure that the data is kept secure and used only for the agreed purposes.
